UCR y permisos estatales

Annual UCR registration and state-specific permits.

What is UCR?

The Unified Carrier Registration (UCR) program, established under 49 U.S.C. § 14504a, is an annual fee-based registration that every interstate motor carrier, broker, freight forwarder, and leasing company must complete. Fees scale by fleet size and fund state enforcement of motor-carrier regulations. UCR runs on a calendar year — registration opens in October for the following year.

Beyond UCR, many states require additional operating permits — Oregon weight-mile tax, New Mexico WDT, Kentucky KYU, New York HUT, Connecticut HUT — each with its own filing schedule and fee structure. We track which states apply to your operation and file each permit on time.

Who needs this

  • Every interstate for-hire motor carrier (fleet of 1 or more).
  • Private carriers operating across state lines.
  • Brokers and freight forwarders (registered separately).
  • Carriers crossing into states with weight-mile or special-permit programs.

Preguntas frecuentes

UCR registration for the following calendar year typically opens October 1 and must be paid by December 31. Late payment can lead to citations at roadside inspections.
No — you register through your “base state” (your principal place of business). Fees are then distributed to participating states.
Per fleet, with rates tiered by fleet size (1–2, 3–5, 6–20, 21–100, 101–1,000, 1,001+). Fees are set annually by the UCR Plan.
Oregon, New Mexico, Kentucky, New York, and Connecticut each operate their own weight-mile or highway-use tax programs. Most are filed quarterly.
Operating without current UCR can trigger an out-of-service order or fines at the next roadside inspection. We file before December 31 every year.
Yes. Brokers and freight forwarders register separately and pay the smallest fleet-size tier.
